Because the Far Lands were moved so far away starting in 18w46a, a new set of Far Lands actually occur beyond the 32-bit integer limit and before the actual Far Lands.

The Stretch Lands happen through multiple variations as the Minecraft world starts breaking down, from the terrain having slightly blocky appearance to the world having a similar appearance as the edge Far Lands.

The world beyond the 32-bit integer limit starts breaking down in various ways before the Stretch Lands happen, mountains will overflow similar to how it happens in Bedrock Edition, caves will generate in a more blocky formation and some biomes will overflow and generate as stone similar to a Stony Shore.

The most likely answer for the Stretch Lands happening is that the Farther, and the happen before the actual Far Lands, making the terrain have a Far Lands appearance.
